The City of Lloydminster (City) is requesting submissions from qualified Consultants to complete the required design and implementation of a modernized control system at four (4) facilities which make up the City’s water works system. The water works system consists of the following facilities: •Water Treatment Plant (WTP) – Raw water is treated through a conventional process – solids up flow contract clarifier, four (4) Dual media filters, addition of Aluminum Sulphate, Polymer, Activated Carbon, Hydrated Lime and Chlorine gas. Treated water is pumped into the distribution system and storage reservoir (West End Reservoir). •River Pumphouse – Raw Water from the North Saskatchewan River is pumped thirty-eight (38) Kilometres, where it passes through Vault #1 and into a Raw water storage reservoir adjacent to Water Treatment plant. Vault #1 is located at the Water Treatment Plant site. •Husky Pumphouse – A portion of the raw water from the river supply line is diverted to the Husky Pumphouse where booster pumps deliver the raw water to the Husky Upgrader for industrial usage. •West End Reservoir – A 24,746 m3 below ground treated storage reservoir which is filled during the day and distributes water through the night when the water plant is shutdown. It is also utilized during fire flows and high demand days. Each facility utilizes a control system consisting of instrumentation, controllers, local/remote HMI software, cellular and radio communication which monitor and operate the individual systems from the Water Treatment Plant control room. The current control systems are outdated and have many components that are no longer supported by vendors for replacement. The City wishes to upgrade the control system to improve operational reliability of the WTP and the remote facilities (River Pumphouse, Husky Pumphouse and West End Reservoir). The upgrade will need to be carefully planned and completed in phases while the WTP continues to produce potable water that meets regulatory requirements as a shut-down of any one (1) of the four (4) facilities will not be permitted for an extended period of time. The City is in the process of upgrading its chemical dosing systems for Powered Activated Carbon (PAC) and Lime at the WTP. The project is scheduled to be completed in the 4th Quarter of 2021. In the Submission, Vendors are to consider collaborating with the Consulting Engineer for the PAC and Lime project in order to integrate the new chemical dosing system and associated controls. |
